BIMP-EAGA Milestones

  1. 3rd BIMP-EAGA Leaders’ Summit
    12 January 2007, Cebu City, Philippines


  2. Highlights


    • Implement additional measures to promote efficient air & sea transport;
    • Strengthen marketing programs for BIMP-EAGA as a single tourism destination;
    • Establish one-stop CIQS facilities at entry points;
    • Establish a common trust fund for SMEs;
    • Cooperate in responding to environmental and natural disastersl;
    • Undertake development and harmonization standards of biofuel, and cost-effective energization programs;
    • Maximize partnership with development partners;
    • Capitalize on ASEAN Community Initiatives;
    • Develop positive stories for BIMP-EAGA through BEMCA; and,
    • Involve youth sector in research, sports and socio-cultural activities


  3. Philippine-EAGA Stakeholders’ Planning Workshop


    • The main objective of the workshop is to come up with an action plan that shall serve as the blueprint for the Philippine participation to the BIMP-EAGA from December 2003 to June 2004. Because of the short period of time identified, the proposed programs and activities have to be doable and realizable. The outputs of the workshop include:
      • Philippine-EAGA Action Plan for the period December 2003 to June 2004. The Action Plan indicates the goal that was formulated and agreed upon by the participants, the strategies for the implementation of the P-EAGA Action Plan, and the list of doable programs, projects and activities that have to be implemented/undertaken for the period identified.
      • Inputs for the ASEAN Familiarization Workshop which will be held during the 1st Quarter of the 2004.
      • Identification of the roles that the LGUs will play in the context of the formulated P-EAGA Action Plan.
    • The workshop was attended by the Philippine-EAGA Support Staff, CIQS Action Officers, JAGS-CT Secretariat, Local Chambers of Commerce, Philippine-EAGA Private Sector Associations, MBC, the Private Sector, NEDA-EAGA Desks Officers, members of the RDC, CPDO/PPDO of Key Cities in Mindanao, Deputy Presidential Assistants from Mindanao, and the MEDCo Secretariat.

  5. Major Agreements

    • Support the initiatives of the private sector (i.e. Regional Cross Border Air Service System)
    • Support the new set-up of EABC
    • Endorsed the ADBs TA for the Capacity Building of EABC
    • Support the establishment and operationalization of the BIMP-FC
    • Consolidation of customs, immigration, quarantine and security rules, regulations and procedures by Brunei Darussalam, Indonesia and Malaysia
    • Adopt ASEAN level of customs rules, regulations and procedures standardization
    • Endorsed two ADB TAs
      • Developing a Database for BIMP-EAGA
      • Strengthening SMEs Regional Networking Capacity in the BIMP-EAGA
    • Endorsed the new cluster structure
    • Undertake activities with Northern Territory

    Directives

    • To discuss and recommend the working arrangements for the cluster structure.
    • EABC and BIMP-FC to discuss and resolve the possible duplication of functions of both organizations relative the terms of reference presented.
    • Involve the ASEAN Secretariat to CIQS meetings and other activities.
    • To conduct a BIMP-EAGA Security Officials Workshop

    • Formulate a working framework to guide the relationships between the BIMP-FC and EABC
    • Implement flexible relationships and activities between the BIMP-FC and EABC
    • Jointly undertake investment promotion activities and regularly consult on the conceptualization of these activities.
