Access to Banking Services (MABS) Program

The MABS program assists
participating banks to develop the capability to profitably provide financial
services (loans, deposits and money transfers) to micro enterprise clients. It is
jointly implemented by USAID and the Rural Bankers Association of the Philippines (RBAP),
with oversight by MEDCo. Among the accomplishments of MABS 3 Program are the following:
- Disbursed a cumulative total of more than Php17.8 billion (approximately
US$356 million) totaling more than 1.5 million microloans to more than
488,000 new microborrowers.
- Number of Microdeposit accounts was increased by more than 500,000
and now stand at more than 1.37 million accounts.
- MABS Participating Banks’ loan portfolio balance totaled more than PhP1.48
billion (over US$35 million) comprising more than 186,000 active borrowers.
- Provided direct support to 90 banks with 361 rural banking units.
- Launched a pilot rollout of the MABS-designed mobile phone banking services,
as well as mobile commerce services for clients or rural banks.
- Registered over 43,000 new mobile phone banking clients and customers,
including more than 2600 micro enterprise merchants who now accept GCash
as payment from their customers.>
- Developed and pilot-tested the new micro-agricultural loan product which helped
serve the financing needs of a microfinance market previously untapped by MABS
participating banks--- small farmers and operators of crop-based enterprises.
MABS-IV Progress to date:
During MABS 4 Program which started last April 2008, the following were its accomplishments:
- Disbursed PhP 1.47 billion or US $ 36 million to about 36,050 new microborrowers.
- Microdeposits accounts increased by 61,431. Outstanding microdeposit accounts
are now at 1,411,217 surpasing by 102% of the their target for the 2nd quarter.
- 6 banks are now offering mobile phone banking with monthly mobile phone transaction
valued at PhP 145.1 million or US $ 3.63 million.
- 6 Bank have began to also expand in other services such as the offering of micro
housing loans, and 4 are offering micro agri-loan products.
